Civil Service Retirement System - The Civil Service Retirement System (CSRS) originated in 1920 and has provided retirement, disability and survivor benefits for most civilian employees in the US Federal government, until the creation of a new Federal Employees Retirement System (FERS) in 1987.

The Civil Service Reform Act of 1978 was the most far reaching reform of the federal government personnel system since the merit system was created in 1883. The Future of Merit reviews the aims federal civil service and rates the accomplishments of the 1978 law federal civil service and assesses the status of the civil service. How has it held up in the light of the National Performance Review? What will become of it in a globalizing international system or in a government that regards people as customers rather than citizens? Contributors examine the Senior Executive Service, whose members serve between presidential appointees federal civil service and the rest of the civil service. These crucial executives must transform legislative federal civil service and administrative goals into administrative reality, but are often caught between opposing pressures for change federal civil service and continuity. The 1964 Civil Rights Act confirmed the central role of the Department of Justice in the national battle against racial discrimination. Congress had established the department's Civil Rights Division in 1957 with a staff of a dozen to combat racial discrimination in voting; its current staff of 500 now prosecutes many forms of discrimination in employment, housing, education, federal civil service and other areas. In Enforcing Civil Rights, a former member of the CRD focuses on the role of that agency in combating the racial caste system in America. Brian Landsberg's overview of civil rights enforcement reveals the political realities federal civil service and national priorities that shaped it; the moral, practical, federal civil service and political forces that have influenced it; federal civil service and the roles of the federal government, executive branch, federal civil service and Attorney General in implementing it.
